Utilities Committee Minutes
November 5th, 2008
The meeting was called to order at 7:04 P.M.

1.Continued review of the current rubbish pickup contract.
Both members of the committee feel it's important to increase the volume of recycled rubbish. As stated at the last Council meeting, the percentage recycled last year was not quite 20%. To increase that volume, we strongly recommend that Council give serious consideration to use of a larger container for recyclable materials. The Cuyahoga County Solid Waste District also makes the same recommendation. Waste Management's experience is that use of the larger containers typically results in more recyclable material.
Use of larger containers to capture more recyclable material has several obvious benefits:
Less trash is hauled to a landfill, prolonging the life of the landfill.
Pickup of recyclable material can be scheduled for every other week, rather than every week.
The fuel/fuel surcharge amounts will be less, as a result of hauling less trash to a landfill and the bi-weekly pickup of recyclables.
Income to the contractor from sale of recyclable material should increase, which should help to contain the overall cost of rubbish pickup for the village.
Accordingly, the Law Director has been asked to write the bid specifications for two types of rubbish pickup. One would be for the type of unlimited service we currently have, with use of the 18 gallon “recyclables” container and weekly pickup of both rubbish and recyclable material. The second would be for weekly pickup of rubbish and biweekly pickup (with use of a larger container) for recyclable material.
If we opt for the bi-weekly pickup, the larger containers for recyclables would have to be purchased. The current cost is in the area of $50/container. That cost can be included in the contract for the trash pickup.
There was also some discussion about safe disposal of fluorescent lights and non-rechargeable batteries. We will continue to research these topics.
2. New business
The committee had a brief discussion about the cost of street lighting. The discussion was the result of reading an article in Municipal Leader about “green” street lighting. More information is needed.
The minutes of the October Utilities meeting were approved.
