Meeting Minutes

 

Attendees:  George Skipper, Finance Committee

Bernice Schreiber, Fiscal Officer

Christine Comstock, Council; John Bourisseau, Council; Kathleen Hale, Council.

Meeting called to order at 6:00 P.M.

Approval of Minutes

Accounts Payable

The accounts payable listing was reviewed and recommended for payment.  

We discussed that the Committee needs to be aware that Chagrin is changing their waste management vendor as it may affect our service. 

Jonathan shared with the Committee that he had had a discussion with Collaborent regarding testing their pricing on supplies to see if the Village could save money using this vendor.

Review of Financial Statement

A review of the financial statements shows that Year to Date thru July 2013, the Village is currently approximately $39,000 better than budgeted.  In addition, the Village expects a $20,000 one time RITA payment in August 2013 which will further improve the Village's financial position.  In addition, a $135,000 estate tax payment is expected in August which was not in the budget, which will be also favorably impact the Village's budget.

The RITA subpoena program should be complete by January 14, 2014.

General Discussion

Councilman Bourisseau reported that the 5 ton truck will need to be replaced in approximately 5 years, so we should start budgeting for that large capital expenditure.  He also reported that we are going to move forward with purchasing a washing station for the service department.  And, the new Chief of Police will need to evaluate the MTDs to evaluate whether or not we need to budget to upgrade that equipment.

It was discussed that we should take another look at the Village's paid time off and vacation policies.  The Finance Committee will defer to the Mayor to review these policies as he sees fit and to advise if Finance needs to assist in any way.

We discussed the Ordinances on the agenda and agreed that all should be approved and that 26 should be approved but placed on first reading.

The Finance Officer invited all to attend a discussion of the Affordable Care Act on September 19.
